The Centre for Development of Telematics (C-DOT) has signed an MoU with the Andhra Pradesh Government to participate in the state’s ambitious Amaravati Quantum Valley (AQV) programme, marking a major step in India’s efforts to build a homegrown quantum technology ecosystem.
C-DOT, the Department of Telecommunications’ premier R&D arm, has been developing indigenous quantum security and communication solutions that are already deployed across leading academic institutions, government labs and operational telecom networks. With the new partnership, C-DOT will establish a Centre of Excellence (CoE) for Quantum Communication and Security Solutions inside Amaravati Quantum Valley.
The Amaravati Quantum Valley—unveiled by the state government as part of its push to become India’s quantum innovation hub—aims to create a fully integrated ecosystem for quantum hardware manufacturing, software development, advanced research and talent development. The initiative brings together state-level partnerships, dedicated infrastructure and collaboration programmes spanning industry and academia.
At the proposed CoE, C-DOT will focus on accelerating the development of quantum communication technologies, privacy-enhancing technologies (PETs) and quantum-safe solutions aligned with the National Quantum Mission (NQM). The centre will also support compliance frameworks such as MeitY’s Digital Personal Data Protection Act (DPDP), develop cost-effective sub-components for quantum systems and build an integrated testbed for quantum security.
Officials said the collaboration will strengthen India’s quantum-safe digital infrastructure, enable emerging players to access cutting-edge R&D resources and expand national capabilities in secure communications. The facility will also contribute to skill development and research programmes that feed into the broader AQV mandate.
The MoU was exchanged in the presence of Nara Lokesh, Andhra Pradesh’s Minister for IT, during the 30th CII Partnership Summit in Visakhapatnam, signalling the state’s intent to position Amaravati as a hub for future-ready technologies.
