The Department of Information and Public Relations (DIPR) has started registering digital media outlets and ad agencies to run official campaigns.
In a pioneering move, the Karnataka government has unveiled the Karnataka Digital Advertising Guidelines 2024, becoming the first Indian state to establish formal rules for digital media engagement in public communication. Chief Minister Siddaramaiah announced the new policy, emphasizing that it will streamline how the government promotes its schemes and services on widely used platforms such as Meta, YouTube, and other digital media channels.
The new guidelines are designed to ensure greater transparency, accountability, and efficiency in how Karnataka government digital ads are created, published, and monitored. The policy will also help standardize processes for evaluating the performance of campaigns and allocating advertising budgets.
To implement the policy effectively, the Department of Information and Public Relations (DIPR) has begun empanelling digital media entities and advertising agencies. This means eligible digital platforms, influencers, and ad agencies can now register to run government campaigns. The selection process will prioritize platforms that demonstrate wide reach, credibility, and alignment with state goals.
The Chief Minister described this initiative as a “landmark step”, stating that digital advertising has a broader reach and greater influence than traditional media, especially among younger and more digitally connected audiences. By tapping into these platforms, the Karnataka government hopes to amplify the visibility of welfare schemes, health programs, educational initiatives, and citizen services like those offered on the Karnataka Seva Sindhu portal.
The Karnataka digital ad policy will also help track the effectiveness of campaigns through data analytics and feedback tools, ensuring resources are used efficiently and target audiences are effectively reached.
This move positions Karnataka as a forward-looking state, ready to leverage the full potential of digital platforms for governance, awareness, and public engagement. With the Digital Advertising Guidelines 2024, the government aims to build a robust, transparent, and impactful digital outreach strategy, setting a precedent for other Indian states to follow.
