COAI has repeatedly highlighted the illegal sale and unauthorized use of signal-boosting devices in homes and businesses, causing frequent network disruptions, and believes the new CCPA guidelines will greatly enhance compliance and safeguard telecom network integrity nationwide
The Cellular Operators Association of India (COAI) has welcomed the new guidelines issued by the Central Consumer Protection Authority (CCPA) on May 27, 2025, aimed at curbing the illegal listing and sale of radio equipment, including walkie talkies, on e-commerce platforms. COAI views this regulatory move as a crucial step in addressing the long-standing issue of unauthorized wireless devices such as mobile signal boosters and jammers that disrupt telecom networks.
Notably, Clause 4(i)(b) of the guidelines specifically bars e-commerce platforms from listing or selling these devices, acknowledging their adverse impact on network quality and the growing number of consumer complaints.
COAI has consistently flagged the illegal proliferation and unauthorized use of such devices in both residential and commercial spaces. These activities have been linked to frequent signal disruptions, negatively affecting user experience across licensed telecom networks. The new CCPA guidelines are expected to significantly improve compliance and protect network integrity nationwide.
Industry backs stronger compliance push
“We sincerely thank the Department of Consumer Affairs and Department of Telecommunications for recognizing the gravity of the issue and responding with these decisive measures. Clause 4(i)(b) of the guidelines is a strong validation of our concerns and advocacy. We believe that this proactive step will go a long way in ensuring quality of service and upholding consumer rights,” said Lt. Gen. Dr. S.P. Kochhar, Director General, COAI.
COAI reiterates its full support to the government in ensuring strict enforcement of these guidelines and urges all e-commerce platforms to implement the compliance provisions in letter and spirit. The industry remains committed to working closely with all stakeholders to safeguard the integrity of India’s digital communications ecosystem.
