The Information Technology Ministry notified that according to the National Crime Records Bureau’s (NCRB) latest data, cybercrimes committed against children in India have dramatically increased in 2020. A total of 306 cybercrime cases against children were registered in 2019, while 1,102 cases were filed last year.
Among the 842 cases of online offences, 738 cases were about publishing or transmitting materials depicting children in sexually explicit act. Uttar Pradesh with 170 cases, recorded the highest number of cybercrimes against kids, followed by Karnataka (144), Maharashtra (137), Kerala (107) and Odisha (71).
Due to lockdown and closure of schools, limited opportunity for socialization has also affected the psycho-social well-being of children which may lead to increased loneliness, mood to conduct disorders, substance abuse or anxiety disorders. And, they may be predisposed to using the internet compulsively, accessing objectionable content or simply be more vulnerable to getting bullied or abused.
There is also a need for coherence between forums for internet governance policy and child protection on the existing discourse on children's digital rights.
The IT ministry said the government is “committed to policies and actions” to ensure safe usage of the internet, listing the measures taken such as Section 67B of the IT Act, 2000, which enables strict punishment for publishing, transmitting or viewing objectionable content relating to children.
