The Indian government has initiated a detailed probe after several Starlink devices were confiscated in Manipur. The move has raised questions about unauthorized use of satellite communication technology and its implications for national security and regulatory compliance.
Law enforcement agencies in Manipur recently seized multiple Starlink devices being used without authorization. Starlink, a satellite internet service operated by Elon Musk's SpaceX, provides high-speed internet connectivity via low Earth orbit satellites. While the technology is revolutionary, it requires specific licenses and government approvals to operate in India. According to officials, the confiscated devices were being used to establish internet connectivity in areas with limited or no conventional telecom coverage. However, their unlicensed deployment has sparked concerns about regulatory violations and potential misuse of such technology.
Law enforcement agencies in Manipur recently carried out a Starlink device seizure, confiscating multiple units being used without proper authorization. The investigation aims to understand how the devices entered the country and whether they were being used for legitimate purposes. Authorities are particularly concerned about the possibility of these devices being exploited for unlawful activities, given Manipur's history of insurgency and political unrest.
Government Investigation
Minister of Communications, Ashwini Vaishnaw, stated, “The use of unlicensed satellite communication equipment poses a serious risk to national security. We are working closely with relevant agencies to ensure compliance with all regulations and prevent unauthorized operations.”
The incident sheds light on the lack of reliable internet infrastructure in remote regions like Manipur, emphasizing the need for government-backed solutions. Unregulated satellite communications could potentially bypass conventional monitoring systems, making it harder to track illegal activities. The case might prompt the government to revisit its policies on satellite internet services, balancing the need for connectivity with security and compliance.
The investigation aims to identify the channels through which these devices entered India and the extent of their usage. Meanwhile, the government may intensify efforts to regulate satellite-based internet services, ensuring that companies like SpaceX operate within the legal framework.
This incident could also accelerate discussions about expanding legitimate satellite internet services in India, potentially opening doors for companies like Starlink to collaborate with the government and telecom providers to address connectivity gaps. The government’s investigation will likely shape the future of satellite internet services in India, balancing innovation with accountability.
Starlink's entry into the Indian market has been a subject of contention. In 2021, the Department of Telecommunications (DoT) had warned SpaceX against offering Starlink services in India without obtaining the necessary permissions. Despite this, reports suggest that Starlink devices have been circulating through unofficial channels, particularly in regions with poor connectivity.
The company's innovative technology offers a lifeline to remote areas but also presents challenges in monitoring and regulating its use. Experts believe that stronger oversight mechanisms are needed to ensure that such advanced technologies are deployed responsibly.

National Security Concerns over Satellite Internet Services
The government has reached out to Starlink, requesting ownership details of its satellite internet devices recovered from drug smugglers in the Andaman & Nicobar Islands. However, the company declined to provide the necessary information, citing privacy laws.
In December, security forces conducted raids in Imphal East, Manipur, and seized abandoned Starlink devices linked to a banned Meitei extremist group operating out of Myanmar. Just a month prior to this incident, smugglers used Starlink devices to facilitate the transport of drugs valued at $4.5 billion into Indian waters.
In an earlier VARINDIA report we had shared how Elon Musk had denied the presence of starlink satellite services in India. All this comes at the time when Starlink is seeking a government licence to offer its satcom services in the country.
