 
                                The state of Haryana will transition to a completely paperless land registration system from November 1, 2025, replacing the traditional document-based process across all tehsils.
Under the new digital regime, physical deed-forms and manual filings will be abandoned in favour of a unified online portal where citizens can verify identity via OTP, upload property documents, schedule appointments, pay fees electronically, and track status in real time.
The rollout follows a three-phase plan: Phase I kicked off on September 29 in Babain (Kurukshetra), Phase II begins October 28 across ten districts, and Phase III will implement the system in the remaining districts by the November deadline.
Besides simplifying filings, the system includes three-tier verification with digital signatures, photograph-based verification of parties and witnesses, and direct mutation updates to land records, minimizing visits to revenue offices.
Additionally, the state is phasing out manual stamp-paper purchases. Stamps bought before November may remain valid until a specified date, after which all registrations must go through the digital channel.
Officials say the reform is a “historic shift” from a decades-old system and aims to enhance transparency, eliminate corruption, reduce delays, and boost ease of doing business in Haryana.
Citizens and property-dealers are advised to familiarise themselves with the portal ahead of the go-live date and ensure all pending mutations are cleared for a smooth transition.
