The Karnataka government is considering a strategic collaboration with AI company Anthropic as it looks to expand the use of artificial intelligence across governance, education, public services and workforce development. The proposed partnership aligns with the state's broader vision of establishing itself as a leading destination for AI innovation while ensuring responsible deployment of emerging technologies.
The discussions gained momentum after Karnataka Chief Minister D.K. Shivakumar met an Anthropic delegation on August 6 to examine opportunities for long-term cooperation. The delegation included senior executives Michael Sellitto, Chris Ciauri, Irina Ghose, Amlan Mohanty and Samarth Masson. Karnataka's Minister for Electronics, IT/BT and Home, Priyank Kharge, facilitated the interaction between the company representatives and the Chief Minister.
The state is exploring ways to integrate Anthropic's AI capabilities into government operations with the objective of improving citizen services, increasing administrative efficiency and expanding AI literacy across multiple segments of society. The proposed initiatives are expected to benefit students, professionals, startups and government employees through structured learning and practical AI applications.
Focus on AI education and innovation ecosystem
A key element of the discussions centred on strengthening Karnataka's AI talent pipeline. The state is pursuing plans to establish a dedicated AI University while rolling out extensive AI skilling initiatives to prepare the future workforce for technology-driven industries. Alongside education, the government aims to encourage deep-tech entrepreneurship by supporting startups working on advanced AI solutions and innovation.
The proposed collaboration also includes introducing AI certification programmes under Karnataka's NIPUNA skill development initiative. The certification framework is intended to equip learners with industry-relevant AI expertise and contribute to building one of the country's largest pools of AI-certified professionals, helping bridge the growing demand for skilled talent.
Responsible AI and secure government infrastructure
Beyond capability building, the state government emphasised that AI deployment must be guided by strong governance and security principles. Officials outlined a "Government First" strategy under which government data would remain hosted on local infrastructure, while access to datasets for AI applications would be carefully regulated to safeguard privacy and security.
To identify practical implementation opportunities, Karnataka is establishing department-specific working groups comprising government officials and AI specialists. These teams will assess potential AI use cases across various departments while also examining cybersecurity risks, system resilience and safeguards against misuse.
The discussions also highlighted the importance of embedding citizen data protection, privacy and data sovereignty into every stage of AI adoption. By combining technological innovation with robust governance frameworks, Karnataka aims to create a secure and responsible AI ecosystem that supports efficient public service delivery while reinforcing public trust in digital government initiatives.
