India Post Payments Bank, EPFO Partner to Deliver Digital Life Certificates at Pensioners’ Doorsteps

India Post Payments Bank (IPPB), a wholly government-owned entity under the Department of Posts, Ministry of Communications, has signed a Memorandum of Understanding (MoU) with the Employees’ Provident Fund Organisation (EPFO) to provide doorstep Digital Life Certificate (DLC) services to pensioners under the Employees’ Pension Scheme, 1995 (EPS-95).
The MoU was formally exchanged between R. Viswesvaran, Managing Director & CEO of IPPB, and Ramesh Krishnamurthi, Central Provident Fund Commissioner (CPFC), EPFO, during the 73rd Foundation Day celebrations of EPFO. The event was attended by Dr. Mansukh Mandaviya, Union Minister for Labour & Employment and Youth Affairs & Sports, who presided as chief guest. Senior government officials, including Vandana Gurnani, Secretary (Labour & Employment), members of the Central Board of Trustees, and representatives from EPFO and IPPB, were also present.
Under the new partnership, IPPB will leverage its vast postal network—comprising over 1.65 lakh post offices and more than 3 lakh postal service providers, including postmen and Gramin Dak Sevaks—equipped with digital doorstep banking devices. Using face-authentication technology and Aadhaar-based fingerprint biometric verification, these agents will visit pensioners’ homes to help them generate and submit their Digital Life Certificates.
The initiative eliminates the need for elderly pensioners to physically visit banks or EPFO offices for traditional, paper-based life-certificate submissions. In a move designed to encourage wide adoption, EPFO will bear the entire cost of generating these certificates, making the doorstep service completely free for all EPFO pensioners.
Speaking on the collaboration, R. Viswesvaran, MD & CEO of IPPB, said the initiative marks a significant step forward in financial inclusion and digital public-service delivery.
“This partnership with EPFO reinforces IPPB’s mission to bring essential financial and citizen services to every doorstep in India,” he said. “With our technology-enabled postal network and trusted last-mile reach, EPFO pensioners—especially in rural and semi-urban areas—will now be able to complete their life-certificate submission seamlessly, with dignity and convenience. The initiative aligns with the Government of India’s Digital India and Ease of Living vision, harnessing technology and postal infrastructure to ensure inclusive service delivery for senior citizens.”
India Post Payments Bank first introduced the Doorstep Digital Life Certificate service in 2020 to generate Jeevan Pramaan for pensioners through Aadhaar-enabled biometric authentication. The system significantly reduced processing time for life certificates while improving accuracy and accessibility.
Under the enhanced service, pensioners can simply contact their local postman or Gramin Dak Sevak, or visit the nearest post office. After providing their Aadhaar number and pension details, they authenticate the request through face or fingerprint verification. Once the certificate is generated, pensioners receive a confirmation SMS, and the certificate can be viewed online the following day at jeevanpramaan.gov.in
