Gartner says government CIOs must now modernize services while strengthening resilience and meeting rising citizen expectations amid economic and geopolitical uncertainty.

The first major trend is Agentic AI. Governments are moving beyond AI experiments toward agents capable of supporting operations, improving citizen services, accelerating software development and automating routine decisions. However, deployment at scale will require stronger governance, digital identities and measurable AI outcomes.
The bigger challenge is organizational. Governments must redesign processes, prepare employees to work alongside AI and establish clear accountability. AI implementation without workforce and governance transformation will deliver limited value.
Cybersecurity is the second major shift. AI is shortening the time between vulnerability discovery and exploitation, while geopolitical threats and quantum computing are creating new risks. Gartner argues that governments need an “always evolving” cybersecurity culture rather than periodic, compliance-driven security reviews.
This requires greater security automation, supply-chain visibility, third-party risk management and post-quantum cryptography readiness. Data sovereignty and cyber resilience are also becoming increasingly important as governments depend on interconnected digital ecosystems.
The third trend is reimagining government technology delivery. Gartner’s January 2026 survey found that 78% of government respondents expected to invest in people to advance major technology initiatives. AI literacy, digital skills and adaptable operating models will therefore become strategic priorities.
