During his visit to the Secretariat, Gates examined real-time governance systems, digital health initiatives and Amaravati’s development model, praising the State’s use of data analytics, blockchain and AI to strengthen transparency and public service delivery.
Bill Gates, Chairman of the Gates Foundation, today visited the Real Time Governance Society (RTGS) centre at the State Secretariat along with Andhra Pradesh Chief Minister N. Chandrababu Naidu to review the use of technology in governance.
During the visit, Naidu briefed Gates on how digital platforms are being leveraged to deliver faster civic services and improve administrative outcomes. Gates sought details on initiatives such as the State’s Data Lake architecture, Aware 2.0 monitoring system, WhatsApp-based governance services, the Sanjeevani health project and the development of Amaravati as the capital city.
Officials demonstrated how various government departments are interconnected through a centralised Data Lake, enabling near real-time data sharing and coordinated decision-making. Gates appreciated efforts to simplify citizen services through digital integration and noted the importance of data-driven governance.

Transparency, data security and revenue systems
Gates also reviewed mechanisms used to gather public feedback on government schemes and assess Gross State Domestic Product (GSDP) growth through Key Performance Indicators (KPIs). When he enquired about the security of property records, officials explained that land data is being protected using blockchain technology, with QR codes introduced to enhance transparency and prevent manipulation.
Describing the tax collection framework as “amazing,” Gates discussed revenue mobilisation under the Goods and Services Tax (GST) regime with the Chief Minister, who said collections have improved significantly.
Digital health and Amaravati progress
The visit included a review of the Sanjeevani project being implemented in Chittoor district with support from the Gates Foundation. Gates examined how health indicators such as blood pressure and diabetes are digitally recorded and monitored. Expressing satisfaction with the project’s functioning in Kuppam, he remarked, “It is nice.” Officials said patients are advised on lifestyle and diet based on their digital health records.
Naidu said the State plans to further enhance healthcare delivery using artificial intelligence, an approach Gates described as “Great.” He also observed that making diagnostic services more affordable would benefit economically weaker sections.
Gates later enquired about construction progress in Amaravati and appreciated the city’s 30 per cent green and blue development plan, terming the ongoing works as “Great Work.”
