The Central Consumer Protection Authority (CCPA) has issued an advisory to hotels and restaurants across India, cautioning them against levying additional charges such as LPG fees, gas surcharges or fuel cost recovery on customer bills. The authority has termed such practices unfair under the Consumer Protection Act, 2019, and warned of strict action in case of violations.
Regulator stresses transparent pricing
The CCPA said it has received multiple complaints through the National Consumer Helpline and noted instances where establishments added these charges over and above menu prices and applicable taxes. It clarified that operational costs, including fuel, electricity and LPG, are part of running a business and must be built into the listed prices rather than charged separately.
The advisory makes it clear that customers should only pay the price displayed on the menu along with applicable taxes. Any additional charge imposed automatically or without consent would be considered a violation of consumer rights and existing regulations.
Enforcement and consumer redressal
Issued under Section 10 of the Consumer Protection Act, the directive empowers the regulator to act against unfair trade practices. The authority said it is closely monitoring compliance nationwide and will take appropriate action against erring establishments.
Consumers facing such charges have been advised to first seek removal at the outlet level. If unresolved, complaints can be filed through the National Consumer Helpline, mobile app, or relevant grievance platforms. The move comes amid broader concerns around pricing transparency and aims to ensure fair billing practices across the hospitality sector.
