The collaborations will establish large-scale AI compute hubs and language-focused models, positioning states to develop homegrown digital infrastructure while embedding artificial intelligence into governance, public services and economic growth strategies aligned with India’s long-term vision.
In a major push toward digital self-reliance, Indian artificial intelligence startup Sarvam AI has entered strategic partnerships with the governments of Odisha and Tamil Nadu to develop Sovereign AI infrastructure. The initiative aims to create large-scale computing capacity and locally trained AI models tailored to Indian languages and governance needs.
The partnerships signal a broader shift in how Indian states are approaching technology adoption. Rather than depending solely on global platforms, state administrations are increasingly investing in domestic, full-stack AI ecosystems designed to retain control over data, infrastructure and innovation outcomes.
Sarvam AI Chief Executive Officer Pratyush Kumar said in a statement on social media that the objective is to enable large-scale compute capabilities, sovereign AI models and institutional readiness to accelerate AI adoption across sectors.
Odisha to host 50MW AI facility
On February 6, 2026, the Government of Odisha signed a Memorandum of Understanding with Sarvam AI to establish a 50-megawatt AI-optimised data facility. Traditionally recognised for its mineral and industrial base, Odisha is now positioning itself as an emerging hub for digital infrastructure.
The proposed centre will serve dual roles. At the state level, it will deploy Vision AI systems to improve safety in mining and heavy industries, along with Odia-to-English voice technologies aimed at enhancing employment opportunities for youth. At the national level, the facility is expected to anchor a broader compute grid, providing scalable AI capacity to other states and public platforms.
Odisha Chief Secretary Anu Garg highlighted that the initiative supports the transition from a resource-driven economy to a knowledge-based growth model aligned with the “Viksit Bharat 2047” vision.
Tamil Nadu launches Digital Sangam
In southern India, Tamil Nadu has announced the creation of Digital Sangam, described as the country’s first Sovereign AI Research Park. Developed in collaboration with Sarvam AI and IIT Madras, the project will include a 20-megawatt AI-optimised data centre.
The ecosystem will integrate research, startup incubation and high-performance computing. Among its early initiatives are Vivasāya Nanban, an AI assistant offering continuous advisory support to nearly eight million farming households, and a Unified Citizen Helpline designed to streamline access to welfare schemes.
Industry Minister Dr TRB Rajaa emphasised the importance of voice-enabled AI applications in extending digital access to rural and tribal communities.
Collectively, these initiatives reflect a broader effort to embed AI into India’s public digital infrastructure while ensuring that data governance and technological value remain within national borders.
