UP Budget: 2019-20 - A Summary
Yogi Adityanath government's third Budget is presented by Uttar Pradesh finance minister Rajesh Agarwal for financial year 2019-20. The Budget size amounting to Rs 4,79,701 crore for the 2019-20 fiscal is 12 per cent higher than the previous year's Budget of Rs. 4,28,384.52 crore. Considering it is an election year with the 2019 Lok Sabha polls just months away, the Budget is crucial for the Yogi Adityanath Government.
On the first day of the Budget Session, Opposition members hurled paper balls towards the podium and raised slogans as Uttar Pradesh Governor Ram Naik addressed a joint sitting of the state legislature on the Budget Session's first day on Tuesday. In his about 55-minute speech, the governor highlighted the welfare and development schemes of the state government, and also justified the renaming of Allahabad and Faizabad districts, saying, "my government has restored their cultural names." In his 28-pages address, Naik said there has been "considerable improvement in the law and order (situation) in the state". "Now, the common man is fear free and women are not afraid of coming out of their houses even during the night," he said.
The governor said due to the drive against criminals, there has been a substantial decline in serious crimes as compared to the last year. "As many as 7,626 culprits were arrested in 3,285 police action against them. During these actions, 946 culprits sustained injuries, 73 others were killed. In these operations, 576 police personnel sustained injuries and four jawans attained martyrdom," Naik said.
On farmer's welfare, Naik said, "A record purchase of 52.92 lakh metric tonnes of wheat was made from 11,27,195 farmers under the price support scheme in 2018-19 and online payment of Rs 9231.99 crore was made within 72 hours." Naik claimed that MoUs worth Rs 4.68 lakh crore were signed during the investor summit in February 2018 and foundation stones of 81 projects, involving an investment of over Rs 61,000 crore was laid in July by Prime Minister Narendra Modi.

* Rs 1,075 crore has been allocated to acquire land for construction of residential and non-residential buildings in newly created districts and newly created courts in the state.
* Rs 2,579 crore has been allocated under the Old Age and Farmers' Pension Scheme.
* Rs 50 crore has been allocated for Wi-Fi facility in all the colleges and universities.
* Rs 242 crore has been allocated to provide grant-inaid to Sanskrit Pathshalas in order to encourage education of Sanskrit.
* Rs 2,275 crore has been allocated for Mid Day Meal programme.
* Rs 1,100.61 crore has been allocated for flood control and water drainage projects.
* Rs 1,812.56 crore has been allocated for the works of Saryu Canal National Project.
* Rs 1,727 crore has been set aside for the second phase of Central Ganga Canal Scheme.
* Rs 850 crore has been allocated to connect the villages and settlements through concrete link roads under various schemes.
* Rs 845 crore allocated for 'Mukhya Mantri Kisan Evam Sarvhit Bima Yojna'.
* Rs 1,000 crore has been allocated for construction, expansion and strengthening of airstrips in UP.
* Rs 908 crore has been set aside under the scheme for upgrading identified district hospitals into medical colleges in the state.
* Rs 150 crore has been allocated to provide electricity to the Powerloom weavers at subsidized rates.
* Rs 100 crore has been earmarked under the Mukhyamantri Yuva Swarojgar Yojna.
* Rs 250 crore allocated for One District, One Product (ODOP) scheme.
* Rs 6,000 crore has been allocated for Swachh Bharat Mission.

* Rs 3,000 crore allocated for piped drinking water scheme in Bundelkhand, Vindhya region and the villages affected by low quality water.
* Rs 3,488 crore set aside for implementation of National Rural Employment Guarantee Scheme.
* Rs 6,240 crore set aside for the financial year 2019-20 under the Pradhanmantri Avas Yojna.
* Rs 247.60 crore has been allocated for maintenance and construction of Gaushalas in the rural areas.
* Govt estimates to earn Rs 165 crores from cess imposed on liquor which it will use for upkeep of stray cattle.
* Rs 200 crores has been allocated for upkeep of stray cattle in urban areas.
* Rs 800 crore has been allocated for Jewar airport, and Rs 200 crore for airport in Ayodhya.
* Rs 910 crore has been earmarked for scholarship for minority community students.
* Rs 459 crore has been allocated to Arabi Farsi Madrassas in the state.
* UP govt to launch Kanya Sumangla Yojana for welfare of girls, Rs 1,200 crore has been allocated for the same.
* Rs 300 crore and Rs 200 crore respectively has been set aside for special programmes in Poorvanchal and Bundelkhand respectively.
* Rs 13,135 crore has been allocated for development of roads under PWD, Rs 2,100 crore for construction of bridges.
* Rs 207 crore has been allocated for development and beautification of corridor from Ganga ghat to Kashi Vishwanath temple.
* Rs 101 crore has been earmarked for development of prominent tourist places in Ayodhya and Rs 125 crore has been allocated for Braj teerth.
* Rs 27 has been allocated for facelift of Gar Mukhteshwar shrine.
* Rs 300 crore allocated for development of shrines.
* UP finance minister says its biggest earnings for 2019-20 to come from GST at Rs 77,000 crore, followed by Rs 31,000 crore from excise and Rs 78,000 crore from Motor Vehicle Tax
* Rs 248 crore has been allocated for cancer institute to be setup in Lucknow.
* Rs 700 crore allocated for establishing 36 police stations along with barracks and police lines development, Rs 200 crore for for establishment for housing in 57 fire stations and Rs 204 crore for police modernization.
