Framed as a race against adversaries like China, the plan prioritizes supremacy over global cooperation.
It adopts a protectionist stance—restricting AI exports, reshoring chip production, and imposing controls on open-source models—seeking not just security, but dominance of global digital infrastructure.
Alarmingly, the plan removes references to diversity, inclusion, climate change, and civil rights, stripping AI policy of essential ethical considerations.
It overlooks the structural inequalities that AI can reinforce, especially for marginalized communities.
Although branded as “worker-first,” the policy shifts responsibility for job displacement onto individuals, offering little in terms of protections or global labour equity.
Most notably, it neglects humanitarian AI applications—ignoring potential in areas like refugee health, climate resilience, and digital education.
In doing so, it fails to acknowledge AI’s role in addressing global crises.
By rejecting multi-lateralism and favouring bilateral tech alliances, the plan side-lines inclusive governance.
For the U.S. to truly lead the AI era, it must pair innovation with empathy—prioritizing global equity over digital conquest.
