
India’s Telecom Act 2023, which aims to modernize and streamline the country’s telecom regulations, is set to be fully implemented by mid-2025, according to Telecom Secretary Neeraj Mittal. The new law is expected to simplify the licensing framework, ease regulatory compliance, and encourage greater participation from startups and small-to-medium enterprises (SMEs) in the telecom sector.
The Telecom Act 2023, which replaces archaic laws such as the Indian Telegraph Act of 1885, introduces simplified licensing norms that reduce bureaucratic hurdles. It seeks to enhance ease of doing business, promote innovation, and attract new players into India’s rapidly evolving digital ecosystem.
One of the major reforms under the new law is the rationalization of regulatory approvals for telecom service providers (TSPs). The government aims to lower entry barriers, allowing startups and SMEs to offer services more efficiently without excessive red tape. This is expected to boost competition, reduce service costs, and enhance connectivity across urban and rural regions.
Additionally, the law includes provisions for spectrum management, making the allocation and auctioning process more transparent. The focus is on ensuring that spectrum resources are optimally utilized, benefiting telecom operators and consumers alike. The Act also emphasizes consumer protection, with stricter measures against fraudulent communication practices and mechanisms to address grievances more effectively.
With India’s 5G expansion underway and discussions around 6G development, the Telecom Act 2023 is seen as a crucial step toward building a robust and future-ready telecom infrastructure. The government is also working on aligning policies with global best practices to attract foreign investments and technological collaborations.
The Department of Telecommunications (DoT) is currently working on framing detailed rules under the Act, with phased implementation already in progress. The full rollout of the law by mid-2025 is expected to unlock new opportunities in digital communication, improve service quality, and accelerate India's transition into a digitally empowered economy.
