The ₹10,000-crore initiative aims to create a secure, state-governed artificial intelligence ecosystem, generate over 1,000 deeptech jobs, and position Tamil Nadu as a national hub for ethical, locally rooted AI development.
The Tamil Nadu government has signed a landmark agreement with Sarvam AI to establish India’s first full-stack Sovereign Artificial Intelligence Park, marking one of the country’s most ambitious state-led investments in AI infrastructure. The project, with an initial outlay of ₹10,000 crore, is expected to create more than 1,000 high-skilled jobs and strengthen India’s capabilities in building trusted, domestically governed AI systems.
The memorandum of understanding was signed in the presence of Chief Minister M K Stalin, signalling the state’s intent to play a leading role in shaping the future of artificial intelligence in India through public-interest-driven innovation.
A purpose-built district for sovereign AI
Planned as a dedicated AI district, the Sovereign AI Park will integrate high-performance computing infrastructure, secure data frameworks, advanced model research laboratories and AI innovation clusters. A specialised institute for AI in governance will also form part of the ecosystem, supporting the use of AI in public administration and citizen services.
The park is designed to operate as a full-stack environment, where data, models and computing resources remain within the state’s trust boundary. This approach is aimed at ensuring ethical deployment, data security and regulatory control while enabling innovation at scale.
Industries Minister T R B Rajaa said the initiative reflects Tamil Nadu’s commitment to not just adopting AI, but actively shaping its development. He added that the state intends to lead large-scale AI deployment across sectors such as education, agriculture, healthcare and citizen engagement, while creating opportunities for startups and technology firms.
Boosting investment and talent ecosystems
Sarvam AI, an Indian generative AI company focused on building foundational models tailored to India’s languages and diversity, will anchor the technology stack of the park. Arun Roy, Secretary for Industries, Investment Promotion and Commerce, said the project would place Tamil Nadu among a small group of global destinations offering AI-grade infrastructure and deep-tech talent within a single integrated ecosystem.
According to Roy, the park is expected to attract global technology investment while strengthening local research and enterprise capabilities.
A ‘Digital Sangam’ for Tamil-first AI
Drawing inspiration from the historic Sangam academies, the AI park will also function as a modern “Digital Sangam”. A key focus will be the development of Tamil-first foundational AI models that connect classical vocabulary with contemporary digital use cases, embedding cultural and linguistic context into future AI systems.
IIT Madras Director V Kamakoti said anchoring sovereign AI infrastructure in the state would help students and researchers become global creators of AI, rather than passive consumers. Sarvam AI co-founder Pratyush Kumar added that the partnership aims to move AI from experimentation to real-world impact by bringing government, academia, startups and enterprises onto a single platform.
Sarvam AI is also part of the central government’s IndiaAI Mission and is working on India’s first sovereign large language model, reinforcing the strategic importance of the new AI park.
