IBM and OpenAI Announce Strategic Partnership to Scale Enterprise AI Deployment

IBM announced a strategic partnership with OpenAI on Tuesday aimed at helping enterprises deploy AI at scale across core business operations and complex workflows, while strengthening cyber defense through programs including OpenAI Daybreak, the company said. The partnership includes joint go-to-market initiatives and industry-specific solutions for financial services, government, telecommunications and retail, alongside enterprise domains such as finance, procurement, customer operations and HR.

According to IBM, the partnership embeds OpenAI frontier models including GPT-5.6 and products including Codex and ChatGPT Work into IBM Consulting Advantage, IBM's AI platform for delivering consulting services. The integration combines AI agents, industry assets and cybersecurity capabilities intended to help organizations securely deploy AI at scale and create new commercial models, the company said.

IBM said it will bring forward-deployed units of specialized engineers and consultants, trained through the OpenAI Partner Network, to work directly with clients on AI implementation across complex workflows and regulated environments. The company will also launch a dedicated OpenAI Practice, with thousands of consultants and engineers pursuing expert-level certifications under the OpenAI Partner Network, according to the announcement.

IBM said the partnership is designed to address one of the biggest barriers to scaling AI: converting fragmented processes, legacy systems and operational complexity into AI-driven operations that can be deployed securely.

The companies said the collaboration centers on three areas. The first involves transforming legacy operations into AI-ready workflows, with IBM Consulting Advantage capabilities analyzing operating procedures to identify inefficiencies and help teams automate work across finance, procurement, customer operations and HR, according to IBM.

The second focuses on application modernization and product development, combining OpenAI Codex and ChatGPT Work with IBM's industry and technology expertise to help clients modernize legacy applications and accelerate software development, the companies said.

The third area covers cybersecurity and AI risk management. IBM said it will expand its cybersecurity collaboration with OpenAI, building on its participation in the OpenAI Daybreak Cyber Partner Program, by combining OpenAI's frontier AI capabilities with IBM Autonomous Security, a multi-agent service designed for coordinated decision-making and response at machine speed. The partnership will help clients manage cyber and AI model risk, including application-layer vulnerabilities and governance gaps, as AI-powered attacks grow more sophisticated, according to IBM.

Andy Baldwin, global senior vice president of IBM Consulting, said enterprises are seeking practical ways to apply AI to core operations. "The challenge is not access to AI technologies — it's integrating AI securely and at scale into complex enterprise environments and workflows," he said, adding that combining OpenAI's technology with IBM Consulting's assets can help clients "accelerate secure, AI deployments at scale."

Denise Dresser, chief revenue officer at OpenAI, said the organizations succeeding with AI are those embedding it into daily operations. "The organizations pulling ahead with AI are the ones turning it into a trusted part of how their business operates," she said.

As part of the collaboration, IBM will join OpenAI's Elite partner tier, according to the announcement, reflecting what the companies described as a shared focus on delivering secure, enterprise-ready AI at scale.
